This certainly seems like an interesting suggestion, but I am wondering how it would explain the difference we observe between beliefs and emotions. The experimental results seem to suggest that people think that our beliefs do not cause our free actions but that our emotions do cause our facial expressions. Would this approach provide an explanation of that?

My account can't explain that difference, but it's not intended to. It only explains why beliefs about actions and deliberations do not result in a belief that our actions are caused: people think that logically possible actions are metaphysically accessible to them. That is consistent with another account about emotions and action, even a causal one.
